Panglao Mayor Edgardo Arcay was among the first to file his certificate of candidacy (COC) on October 1, 2024, as he seeks re-election in one of Bohol’s most hotly contested mayoralty races.
However, Arcay’s bid for re-election may face a challenge from an unexpected quarter, as former Panglao Mayor Doloreich Dumaluan has filed his COC for vice mayor, reportedly in tandem with Vice Mayor Noel Hormachuelos, who is said to be running for mayor.
The development signals a surprising shift in alliances, as Arcay and Dumaluan were previously allies in the 2022 elections, but have since parted ways.
Panglao’s status as Bohol’s premier tourist destination has made its mayoralty race a closely watched contest, with the outcome likely to have implications for the town’s development and economy.
It remains to be seen whether a third candidate will emerge to challenge Arcay and Hormachuelos in the mayoralty race.
